Ao serviço das Nações Unidas, foi Chefe de Doutrina das Operações de Manutenção da Paz em Nova Iorque e empenhou-se em África. Na NATO, dirigiu a luta contra a proliferação de armas ligeiras. É autor de vários livros sobre informações, guerra assimétrica e terrorismo.
